Scores are doctrine-specific and non-zero-sum: each side is measured against its own objectives.

Goal and doctrines: Blue protects its force and CENTER while building shared awareness and coordinated effects. Red seeks penetration, disruption, divergence, and damage. Scores are doctrine-specific and combat outcome is reported separately.
Turn flow: observe public/HQ information, choose up to five legal action instances, submit once, then both sides commit and resolve together. Links and EW resolve before sensing, fusion, movement, buildup, engagement/initiative, reserve, cleanup, and scoring.
Information: positions, condition, and public results are shared; local tracks, orders, link causes, and private beliefs are not. A DOWN link causes comms interruption/isolation: an element acts autonomously from its own observation; Mission Command reduces isolation latency. HQ cannot replace its action.
AP and state: each action costs AP; there are five action slots and SUPPORT can add AP but never slots. State variables include detect, certainty, maneuver, survivability, asymmetry, pressure, buildup, ambiguity, links, tracks, condition, sector, and EW carry.
All ten actions: SENSE searches; FUSE publishes a usable track; POSITION moves; ENGAGE-LR and ENGAGE-SR attack at long/short range; PROTECT guards; DECEIVE uses EMCON/JAM/SPOOF; SUPPORT coordinates, relays, or provides logistics; PERSIST builds readiness; RESERVE repairs or relieves pressure.
EW/EMCON, initiative, and engagement: JAM can degrade a link and create next-turn carry denial; EMCON creates denial; SPOOF burdens and overwrites an opponent belief. Certainty, maneuver, and asymmetry determine initiative. Frozen track quality, range, buildup, guards, coordination, stale age, and conflict determine engagement.
Score and outcome: terminal objectives and the fixed horizon determine BLUE_WIN, RED_WIN, MUTUAL_DEFEAT, or DRAW. Hints are generic, non-binding heuristics, not optimum advice, and use only Blue HQ observation, legal actions, and your selection.
